Abstract
  • Procedure and methods of a research: This article examines the new changes of electoral laws and electoral process in the United States of America. The review is done by the author of the last legislative changes on fall 2018 in the field of registration of voters, adoption of Voter Photo ID Laws, inclusion of Russian in the list of official languages of electoral process of the State of New York. Outcomes: Information on regional electoral laws of the State of New York which was earlier not lit in the Russian scientific literature regarding investment with the status of official language of electoral process of Russian is introduced for scientific use. Interpretations of some provisions of the legislation and right understanding of electoral laws of the U.S. and law-enforcement practice are given. The legislation gaps demanding an additional research are sounded. Theoretical/practical importance: Consists in generalization of the latest legal sources (laws, charters, subordinate normative legal acts) of the U.S. and the State of New York and development of offers on enrichment of the Russian science and formation of objective understanding of the processes happening in the U.S. in the field of constitutional and the suffrage. Addressee: Article is addressed to students, MA- and PhD-students and also the lawyers in the direction of the constitutional, election and administrative law; to the pool workers and election judges of election boards, legislators, political scientists who are engaged in electoral researches in Russia.
